Poverty and Welfare

"Religion that God our Father accepts as pure and faultless is this: to look after orphans and widows in their distress and to keep oneself from being polluted by the world." - James 1:27

The Bible is clear in its calling for us to love our neighbour and care for those in need. In the last half-century our civil governments have been taking on the responsibility of providing for the needy. From a Biblical perspective, how what role does the civil government have in alleviating poverty? What can we do to make a difference?
